I really think the bars should "come out" more, like in the Forza hog. It looks like you could use them to tie the hog down to something.
And I don't think we need to worry about the poly/tri count. This is the hi-poly version which will have a lot of the little details baked into texture and normal/bumpmap.
Plus, doesn't HaloCE have a ConVar that allows you to force a lower LOD? For those with low-end computers.
I'm not sure if Halo's LOD system can be explicitly forced to a lower value but I do remember seeing a debug command for that - though I'm again unsure if that functions outside of the editor. In any case, the LODs as they are function pretty well if they're set up correctly.
...And, honestly, if someone's computer is going to take a performance hit from the presence of small things like those bars (especially once we're talking about the low-poly counterpart for this, which is indeed for map-baking) they'll have *way* bigger problems than that playing SPV3. I can't imagine a situation outside of some strange MP variant where you'd have enough Warthogs on-screen and up-close to really dig into performance.
And yes, this is in fact being made as a generous gift to us!
